My manager seems to have a chronic problem with bad breath, and I am seeking a kind way to approach the issue.

put a bottle of scope or some tictac breath mints on his desk anonymously.
Offer your boss a mint everytime he speaks with you then stand back – they’ll soon get the message.
an annonymous note with an article on flossing, gingivitis,
peridontal disease all available from a dentist. Free pamphlets.
You can always leave an anonymous note on his desk stating that his breath isn’t pleasant.
Buy a box of Altoids, and start using them yourself. When He speaks to you offer him some, and explain that you recently had the problem of bad breath, and began to use them. You could even further mention that everyone occasionally has this problem. If it is feasible, leave the box with him, accidentally. Some people become addicted to these mints. His problem probably has a deep seated reason, but your solution might give you some breathing room.
any of the past responses would probably hurt my feelings, just offer them some gum next time they are talking to you, make sure your eating a piece too. they will usually say " are you saying I have bad breath or something " just chuckle and say, well we all have bad breath from time to time, make a joke about it. they will probably try harder. they might even know they have bad breath and not know what to do about it
